Oil & Gas Workforce Planning

   

The skills shortages in the Oil & Gas area have long been known by employers working in or around the Oil & Gas Industry.  During 2010 MITAC identified the increasing need to work with local employers to develop workforce strategies that would allow them to meet the needs of the expanding Oil & Gas Industry.

 

MITAC engaged consultants from Energy Industry Integrated Services (EIIS) to interview a group of 53 local companies and top tier contractors working in the Oil & Gas Sector.  Following the consultation MITAC is pleased to present two documents:

Where to from here

The clear message for the NT oil and gas contractor base and the Northern Territory Government is that skills and labour shortages can be better addressed through all stakeholders engaging earlier in the planning process and adopting sound workforce planning processes and systems.

 

Working closely with industry and the Northern Territory Government, MITAC will develop short, medium and long-term implementation strategies based on the outcomes identified by industry in this document. The NT oil and gas industry will be the main driver of the development and implementation of these strategies; however, the Northern Territory Government will be approached to support the realisation of appropriate strategies where necessary.

 

MITAC suggests that 1 January 2011 to 31 March 2011 is a realistic timeline for the development and publication of the NT Oil and Gas Workforce Development Strategy Plan.

 

MITAC has received endorsement for the strategy from key industry stakeholders including INPEX, Conoco Phillips, ENI and the Chamber of Commerce.

 

As part of the endorsement process stakeholders were asked to identify their top 3 action priorities for the coming 12 months, whilst the responses varied MITAC has identified and will be actioning the following priorities in 2011

As at March 2011

Workforce planning

  • Industry and government to work towards regular monitoring of oil and gas workforce development needs.
  • EOI’s for the Resources Sector Committee have been distributed and have so far received 3 very positive responses from Industry.  Working towards having first meeting of RSC in April.

Training the Territory

  • NT Registered Training Organisations (RTOs) encouraged to partner with interstate or international specialist training providers to deliver specialist training in the NT oil and gas industry.
  • Major oil and gas companies to promote the uptake of apprentices and trainees via contractual obligations with subcontractors.
  • Discussions continuing with Charles Darwin University
  • MITAC is encouraging prime contractors to take on school based/full time apprentices to work in the oil & gas industry

Skilling the workforce

  • Training delivered by the Higher Education and VET sectors in the NT accurately reflects the current and future workforce development needs of the oil and gas industry.
  • VET and Higher Education sectors to partner with industry to access oil and gas industry personnel to deliver specialist training.
  • Initiating a “High Achievers Program” that will provide very strong links directly between schools and Industry.

Delivering capable young Territorians

  • Establish and foster stronger links between the oil and gas industry and schools to promote a career pathway from school to work in the industry.
  • Oil & Gas career options presented to 80 NT careers advisers on 10th March.
  • Work in progress between Industry, DET VETiS & MITAC to set up recognised career path from school based apprenticeship to Industry High Achievers Program.
